Penny completed a Bachelor of Science double major in Biochemistry & Molecular Biology and Physiology at Victoria University in Wellington, New Zealand. After a brief stint as a bicycle courier it was time to head across the Tasman to Monash University. In 2001 Penny completed an honours degree through Monash Biochemistry which involved the characterization of a novel SNARE-binding protein called snapin. Penny then spent the next 4 years at the Burnet Institute investigating the role HIV-1 proteins play in generating the mature HIV-1 genomic RNA dimer structure. Penny joined the NRL in July 2007 as part of a research team investigating the progressive humoral immune response to Hepatitis C infection.
